Unable to join a domain i have a windows 8 1 computer at my office and i need to join a domain.

Join a domain using command prompt type cmd in the search bar. Right click on command prompt and select run as administrator. The screenshot from your original question does not indicate that you are running pro or enterprise so i am guessing with some confidence that the original os on the tablet was not domain join capable.
I cannot try to join the workgroup from any of the pc s. If the join a domain option is missing on you windows 10 computer fix it by joining domain from this pc properties or use command prompt. However in 1709 the service is greyed out and you can not control it from services msc or by using net stop.

Fyi microsoft didn t invent domains they existed well before ms. The other 3 in the family are wifi. When i opened the system properties to change the settings the network id option is greyed out.
I ask because a domain when used as something a windows computer join is referring to a windows active directory domain. These can only be created in a windows server os.
